Raylan, god of procedure, appears as a young man in a clean, smooth outfit with neat, trimmed hair. He teaches the necessity of absolute order and procedure, and he refuses to accept actions taken against the rules.
Dogma: Raylan requires all of his followers to keep their lives in a strict, orderly manner. He teaches that without rules, intelligent beings are no better than animals, and life becomes nasty and wild. Procedure must be followed so that the world can be better as a whole, and any who can get ahead in life using proper means deserves to be ahead. Any who break the proper procedure must be punished. He is a firm believer in Honor, though he purposely refrains from defining exactly what this means, believing that each society should find its own meaning of honor. He has an intense hatred for direct lying, but he encourages his followers to use the rules to their best advantage.
Raylan's closest ally among the dieties is Hauberk, though he ocassionally disapproves of Hauberk's methods. He has a written, contractual alliance with Lusankya, and the followers of both dieties know this.
Clergy: Raylan's clergy has a strict heirarchy, with all his clerics starting at the same level and given the same opportunity for advancement. His clerics often act as judges worldwide and are known for assuring fair trials.
Quests: Quests in Raylan's name usually involve bringing law to the lawless, either by conquering savage lands or bringing criminals to justice.
Prayers: All prayers to Raylan are regulated and approved of by the High Priest. Any newly penned prayer can be submitted to the church for judging, and if it is deemed worthy, it becomes accepted.
Temples: Raylan's temples are all similar, built to specific specifications, with at least one tower. Larger temples invariably signify that a higher ranking priest resides within.
Rites: Raylan's followers are required to give specific prayers on many specific holidays. Initation ceremonies, Weddings, Coming of Age events, and similar activities are formal, practiced, and kept to tradition, though still contain large celebrations.
Heralds and allies: Raylan's herald is a 20th level Axiomatic Human Knight. His allies are Hound Archons, Zelekhut inevitables, and Justicators (MM3). (This is an exception to the rules that Planar Ally must summon outsiders or elementals.)
